KarRC RAS management proves its competences in scientific organization’s business performance

The management of the KarRC RAS has proved its competence in the financial and economic affairs of scientific organizations subordinated to the Russian Ministry of Science and Higher Education. The independent competency assessment was conducted for the third time. Having completed the test successfully, Lyubov Shvetsova, Assistant to the KarRC RAS CEO, took part in the Third All-Russian Forum of Scientific Organization Finance and Accounting Directors.
Since 2023, competencies of the management of scientific organizations subordinated to the Russian Ministry of Science and Higher Education has been subjected to independent assessment. The testing evaluates professional competencies based on a comprehensive set of requirements for the knowledge and skills necessary to perform well in functional duties and to handle typical situations in professional activities in the finance and accounting sphere.

The main topics of the tests include extra-budgetary fund-raising, payroll management, financial and operational planning, administration of the development of financial and operating activities, and financial provision for project activities.

For the third consecutive year, the Karelian Research Center RAS has successfully passed the testing and, based on the results, was for the first time invited to the Third All-Russian Forum of Finance and Accounting Directors of organizations subordinated to the Ministry. This year, KarRC RAS was represented by Lyubov Shvetsova, Assistant to the CEO.

The forum took place at the Financial University under the RF Government in Moscow on December 5. Its main objective was to discuss current issues of financing the scientific and educational sphere in the context of achieving Russia's national development goals. The meeting was attended by over 450 representatives of scientific organizations and universities from across the country. The forum participants were addressed by representatives of the State Duma of the Russian Federation, heads of ministries and departments, including Andrey Omelchuk, Deputy Minister of Science and Higher Education of the Russian Federation; Pavel Kadochnikov, Deputy Minister of Finance of the Russian Federation; Dmitry Platygyn, Deputy Minister of Labor and Social Protection of the Russian Federation; and others.

The forum discussed the most important issues of providing, primarily financially, for the activities of universities and scientific organizations, as well as interaction with regulatory bodies. In their talks, the heads of ministries and departments noted the rise in funding for science and education, with funds being directed both to day-to-day operations and to strategic projects.

-- The KarRC RAS also illustrates this trend – in 2025, additional federal funds were allocated to augment the overall funding volume, finance new research topics, for various targeted subsidies (e.g. to cover the increased number of doctoral students), to increase funding of the research fleet unit, as well as for inflation-related salary adjustments. In turn, this requires tight control over the spending of budgetary funds and the achievement of real results, – said Lyubov Shvetsova in follow-up to the forum.

There are currently 1 392 organizations (legal entities and their separate subdivisions) operating under the Russian Ministry of Science and Higher Education. Federal budget funding allocated to the ministry and its subordinate institutions amounts to 908.7 billion rubles.

New light scattering model to help assess and predict the state of marine systems

An international research team has developed a three-stream model of light scattering in the sea. It processes satellite data on the incoming and emitted light fluxes into information on water characteristics: presence of impurities, phytoplankton concentration, pollutants, and other parameters. The system of equations for this study was written by Ilya Chernov, Senior Researcher at the Institute of Applied Mathematical Research KarRC RAS. The model has been successfully tested in the Mediterranean Sea, and researchers are interested in trying it in application to the Arctic.
